Warm Zone Rescue Task Force Active Shooter Class
Course Objectives: This course teaches the Rescue Task Force concept, which is a major change in doctrine for EMS providers and firefighters to Active Shooter situations. The rescue task force brings trained day-to-day EMS providers and firefighters and partners them with law enforcement on scene to rapidly enter secured areas of an active shooter incident to provide triage, emergent care and patient extrication to a casualty collection point. This course is designed to bring EMS and firefighters together with law enforcement to collaboratively train as a rescue task force. It will include classroom instruction and fast-paced field training exercises. EMS training will include: performing a quick initial medical assessment and immediate lifesaving interventions in a chaotic and stressful environment, rapid patient movement, introduction to ballistic vests, moving and communicating with law enforcement in various formations. Law enforcement training will focus on the establishment of secured areas and the escorting and protection of EMS personnel. Firefighter training will focus on assisting with the evacuation of victims and the establishment of casualty collection points. Target Audience: EMS providers, local and regional law enforcement, local firefighters. Day 1 is tactical medicine and is designed primarily for EMS providers; however, many local law enforcement and firefighter students have told us they learned much to help them in their jobs from the day 1 curriculum.
NTOA Rescue Task Force Instructor Course
This course is designed to teach students the four main methods of warm zone care during active violence incidents. Driving tactics as well as a reasonable expectation for success during active violence incidents will be discussed. This course will expose law enforcement, fire and rescue personnel, as well as other public safety partners to operating in a warm zone environment to provide point of wounding care to patients. Tactical Emergency Casualty Care lessons will be provided so that all participants can provide appropriate point of wounding care. Discussions will include command and control considerations, including the establishment of unified command, common operating language, and essential on scene functions that must be performed for the incident to be successful. This course will provide the student with ongoing training ideas for their department as well as identify some common barriers that must be overcome.

This training will illustrate the changes in emergency planning based upon recent disasters. While promoting the integration of all Department of Homeland Security (DHS) mission areas into the planning process, and providing a link between the Comprehensive Preparedness Guide (CPG) 101 and the actual planning requirements at the State, local, and tribal levels. This course will also facilitate a coordinated emergency planning system through all levels of government, while improving the overall response for all emergencies, regardless of the hazard or its size or complexity, ultimately reducing the time required to revise emergency plans.
