Water Rescue and Emergency Response - CANCELLED
Course Objectives: This 16-hour course includes many valuable swift water rescue techniques. The course provides the base on which all other Pennsylvania Fish & Boat Commission courses are built. Using both classroom and practical hands-on training, Water Rescue and Emergency Response covers planning, medical considerations, rescue equipment, self-rescue and shore-based rescue techniques. This course meets or exceeds NFPA 1670 operator level guidelines.
Water Rescue and Emergency Response
Course Objectives: This 16-hour course includes many valuable swift water rescue techniques. The course provides the base on which all other Pennsylvania Fish & Boat Commission courses are built. Using both classroom and practical hands-on training, Water Rescue and Emergency Response covers planning, medical considerations, rescue equipment, self-rescue and shore-based rescue techniques. This course meets or exceeds NFPA 1670 operator level guidelines.
Advanced Line Systems Rescue
Course Objectives: This 16-hour course includes Classroom and practical hands-on training in line-systems rescues such as Moveable Control Point, Z-drag, Zip Line, and dynamic ferry. Tethered rescue techniques using Type V PFDs are also addressed. Course meets NFPA 1670 technician level guidelines. Pre-requisite: Water Rescue and Emergency Response.
ICS 300
Course Objectives: This course is designed for front-line personnel with supervisory responsibilities, such as the Incident Commander or Planning Section Chief. The three-day curriculum includes instruction in general principles associated with incident command, type III incidents, incident action plans and the use of incident management teams. Various tabletop exercises will allow students to put their knowledge to practical use. Target Audience: The target audience for this course is mid-level to senior personnel who are expected to perform incident management skills rather than tactical skills. Prerequisites: IS 100, 200, 700 (www.fema.gov).

ICS-UCS Exercise
The purpose of this exercise is to help SCMRTF emergency response agencies prepare for any emergency that requires incident management and provide participants with an opportunity to evaluate current policies and procedures. Exercise objectives include: Review incident command structure functions from Incident Command to Unified Command. Provide analysis for the purpose of incident command structure forms. Appropriately demonstrate the work flow of resource requests. Validate logistics documentation for quick and complete reimbursement.
Rescue Task Force Training
This course teaches the Rescue Team Task Force concept, which is a major change in doctrine for EMS providers to Active Shooter situations. The rescue team task force brings trained day to day EMS providers and partners them with law enforcement on scene to rapidly enter secured areas of an active shooter incident, to provide triage, emergent care and patient extrication to a casualty collection point.

Grain Bin Awareness and Operations
This awareness training program is designed to teach emergency responders about flowing grain hazards that they will encounter during grain entrapment and engulfment emergencies. The program will also teach basic grain entrapment & engulfment rescue management strategies and explain other levels of training needed to be better prepared to provide grain bin rescue services.

Rescue Task Force Instructor Certification
This class will certify Pennsylvania instructors - fire, EMS, law enforcement - to teach the warm zone rescue task force class around the South Central Mountains Region. NOTE: first served will be instructors from within the region. If we have any open seats 45 days before the class starts, we will open it up to other instructor-students.
Rescue Task Force Instructor Certification
This class will certify Pennsylvania instructors - fire, EMS, law enforcement - to teach the warm zone rescue task force classes around the South Central Mountains Region. NOTE: first served will be instructors from within the region. If we have open seats around 40-45 days prior to the start of the class, they will be opened to instructors from outside the region.

This 3-hour presentation will provide "Active Shooter: Preparation and Response" information based on Department of Homeland Security (DHS) best practices tailored for Houses of Worship or other open venues. It will discuss the personalities that perpetrate these attacks to potentially identify and curtail them, individual and organizational preparation, response, recovery, and other reference resources. Besides a DHS presenter, members of local law enforcement will also describe the law enforcement response to these and other types of serious events. Members of local law enforcement will provide ideas on how to assemble an Emergency Response committee for your organization. In addition, local law enforcement will also supply information on conducting a security site assessment, which can identify areas of vulnerability and potential risks for your facility. The hospital incident command system (HICS) is an incident command system (ICS) designed for hospitals and intended for use in both emergency and non-emergency situations. It provides hospitals of all sizes with tools needed to advance their emergency preparedness and response capability—both individually and as members of the broader response community. An ICS is designed to: be usable for managing all routine or planned events, of any size or type, by establishing a clear chain of command; allow personnel from different agencies or departments to be integrated into a common structure that can effectively address issues and delegate responsibilities; provide needed logistical and administrative support to operational personnel; and, ensure key functions are covered and eliminate duplication. HSEEP Training Course - L146 - Exercise Planning and Design
The HSEEP Training Course is an intermediate-level training course that incorporates exercise guidance and best practices from the HSEEP policy documents. The course prepares participants for exercise planning activities through identification of the five phases of the exercise process, the tasks associated with each phase, where exercises fall within the cycle, and the critical role exercises play in preparing the whole community to respond and recover from major emergencies. The course is designed to convey the importance of utilizing HSEEP resources as a primary planning tool for the Nation’s emergency preparedness officials when engaged in the management, design, development, conduct, evaluation, and improvement of their Emergency Response programs. The HSEEP Training Course is a classroom instructor delivered course to field public and private sector organizations where participants learn about topics including: • Program management • Design and development • Conduct • Evaluation • Improvement planning The goal of the course is to provide professions with a set of guiding principles for exercise programs, as well as a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning. Through the use of HSEEP, exercise program managers can develop, execute, and evaluate exercises that address the priorities established by their organization’s leaders. ________________________________________ Target Audience HSEEP implementation for exercise planning involves participants from a wide variety of agencies, partner organizations, jurisdictions, and disciplines. Each brings a unique perspective and has particular concerns related to their role in the planning process. As such this course is designed for local, State, Federal, trust territories, tribal nations, volunteer organizations, and private industry emergency management/response personnel with the responsibility for exercise program management and/or who serve as a member of an exercise planning team, and it is designed to meet the needs of this varied audience including the following: State Administrative Agency (SAA)– The SAA is comprised of one or two persons per State who interact with the DHS Preparedness Directorate’s Office of Grants and Training (G&T), oversee a statewide exercise program, and ensure the program is funded and managed. The SAA primarily needs the program management view of HSEEP and a working knowledge of the full program management cycle. Exercise Planning Team Leader– The Exercise Planning Team leader is responsible for overseeing the planning process and adhering to the planning timeline for a single exercise. The Exercise Planning Team leader also interacts with the SAA to receive funding, facilitates exercise planning conferences, and distributes funding to the participating agencies. The Exercise Planning Team leader needs a general understanding of the program management function and detailed knowledge of all aspects of exercise design, development, conduct, evaluation, and improvement planning, including resources and available support tools.

Rescue Task Force Class
Course Objectives: This course teaches the Rescue Task Force concept, which is a major change in doctrine for EMS providers and firefighters to Active Shooter situations. The rescue task force brings trained day-to-day EMS providers and firefighters and partners them with law enforcement on scene to rapidly enter secured areas of an active shooter incident to provide triage, emergent care and patient extrication to a casualty collection point. This course is designed to bring EMS and firefighters together with law enforcement to collaboratively train as a rescue task force. It will include classroom instruction and fast-paced field training exercises. EMS training will include: performing a quick initial medical assessment and immediate lifesaving interventions in a chaotic and stressful environment, rapid patient movement, introduction to ballistic vests, moving and communicating with law enforcement in various formations. Law enforcement training will focus on the establishment of secured areas and the escorting and protection of EMS personnel. Firefighter training will focus on assisting with the evacuation of victims and the establishment of casualty collection points. Target Audience: EMS providers, local and regional law enforcement, local firefighters. First 8 hours are tactical medicine and is designed primarily for EMS providers; however, many local law enforcement and firefighter students have told us they learned much to help them in their jobs from the first 8 hours of the curriculum.

ALICE, which stands for Alert, Lockdown, Inform, Counter, and Evacuate, is a post-Columbine, Virginia Tech, Sandy Hook strategy that goes beyond the conventional lockdown. ALICE Instructor Certification allows the instructor to train participants within their organization who have completed the ALICE e-Learning.
