DESCRIPTION:The HSEEP Training Course is an intermediate-level trainin
 g course that incorporates exercise guidance and best practices from t
 he HSEEP policy documents. The course prepares participants for exerci
 se planning activities through identification of the five phases of th
 e exercise process\, the tasks associated with each phase\, where exer
 cises fall within the cycle\, and the critical role exercises play in 
 preparing the whole community to respond and recover from major emerge
 ncies. The course is designed to convey the importance of utilizing HS
 EEP resources as a primary planning tool for the Nation’s emergency 
 preparedness officials when engaged in the management\, design\, devel
 opment\, conduct\, evaluation\, and improvement of their Emergency Res
 ponse programs.\nThe HSEEP Training Course is a classroom instructor d
 elivered course to field public and private sector organizations where
  participants learn about topics including\:\n• Program management\n
 • Design and development\n• Conduct\n• Evaluation\n• Improveme
 nt planning\nThe goal of the course is to provide professions with a s
 et of guiding principles for exercise programs\, as well as a common a
 pproach to exercise program management\, design and development\, cond
 uct\, evaluation\, and improvement planning. Through the use of HSEEP\
 , exercise program managers can develop\, execute\, and evaluate exerc
 ises that address the priorities established by their organization’s
  leaders.\n________________________________________\nTarget Audience\n
 HSEEP implementation for exercise planning involves participants from 
 a wide variety of agencies\, partner organizations\, jurisdictions\, a
 nd disciplines. Each brings a unique perspective and has particular co
 ncerns related to their role in the planning process. As such this cou
 rse is designed for local\, State\, Federal\, trust territories\, trib
 al nations\, volunteer organizations\, and private industry emergency 
 management/response personnel with the responsibility for exercise pro
 gram management and/or who serve as a member of an exercise planning t
 eam\, and it is designed to meet the needs of this varied audience inc
 luding the following\:\nState Administrative Agency (SAA)– The SAA i
 s comprised of one or two persons per State who interact with the DHS 
 Preparedness Directorate’s Office of Grants and Training (G&T)\, ove
 rsee a statewide exercise program\, and ensure the program is funded a
 nd managed. The SAA primarily needs the program management view of HSE
 EP and a working knowledge of the full program management cycle.\nExer
 cise Planning Team Leader– The Exercise Planning Team leader is resp
 onsible for overseeing the planning process and adhering to the planni
 ng timeline for a single exercise. The Exercise Planning Team leader a
 lso interacts with the SAA to receive funding\, facilitates exercise p
 lanning conferences\, and distributes funding to the participating age
 ncies. The Exercise Planning Team leader needs a general understanding
  of the program management function and detailed knowledge of all aspe
 cts of exercise design\, development\, conduct\, evaluation\, and impr
 ovement planning\, including resources and available support tools.
